New Zealand government introduced the Recognised Seasonal Employer (RSE) scheme in April 2007. The policy allows the horticulture and viticulture industries to recruit workers from overseas for seasonal work when there are not enough New Zealand workers. As of 1 December 2009, employers in the horticulture and viticulture industries are responsible for ensuring all their overseas seasonal workers have private visitors medical insurance. The change of government policy came about to reduce the burden on the taxpayer-funded public health system.
